New Delhi (The Uttam Hindu): Vehicle owners in Delhi have received major relief from the Rekha Gupta-led government. The rule mandating scrapping of diesel vehicles older than 10 years and petrol vehicles older than 15 years has now been revoked. The government has also amended vehicle registration norms, removing the time limit for issuing No Objection Certificates (NOCs) for old vehicles.

With this change, vehicle owners can now obtain an NOC anytime and re-register their vehicles in another state where such vehicles are not banned. This move is expected to prevent financial losses for vehicle owners, reduce the number of old vehicles on Delhi’s roads, and help control pollution levels. It will also ease the problems related to vehicle scrapping.

Earlier, the rule stated that owners of diesel vehicles older than 10 years or petrol vehicles older than 15 years could apply for an NOC only within one year after registration expiry. Now, the one-year restriction has been completely removed. This means that owners can apply for NOC anytime, regardless of how long ago their vehicle registration expired.

Vehicles Older Than BS-VI Norms to Be Banned in Delhi from November 1, 2025

To curb rising air pollution in Delhi, the Commission for Air Quality Management (CAQM) has directed the Delhi Transport Department to enforce stricter norms. From November 1, 2025, commercial vehicles from other states that do not meet BS-VI emission standards will be banned from entering Delhi. The department has started informing vehicle owners via SMS alerts and has also issued a public notice.

This decision aims to control air pollution during the winter months, when Delhi’s air quality reaches hazardous levels.
