Born in New Delhi, Mukul was the younger brother of actor Rahul Dev. He initially trained as a pilot at the Indira Gandhi Institute of Aeronautics in Chandigarh before pursuing acting. His television debut came in 1996 with the serial *Mumkin*, and he made his film debut the same year with *Dastak*.
