FIR Filed Against Haryana DGP, 13 Senior Officers After IPS Officer Y. Poonam Kumar’s Suicide

Chandigarh (The Uttam Hindu) – In a major development two days after the suicide of Haryana IPS officer Y. Poonam Kumar, the Chandigarh Police late Thursday night registered an FIR against 14 senior officers, including Haryana DGP Shatrujeet Kapoor and Rohtak SP Narendra Bijarnia. The FIR was filed around 10:40 PM under Section 108 of the Bharatiya Nyaya Sanhita (Abetment of Suicide) and Sections 3(5) and 3(1)(r) of the SC/ST (Prevention of Atrocities) Act.

The action came following strong demands from the victim’s family and IAS community, who had been insisting on a formal FIR before agreeing to the post-mortem. Senior IAS officer Amanneet P. Kumar, the late officer’s wife, received support from several bureaucrats, some of whom visited her residence on Thursday. The family had made it clear that no post-mortem would be conducted until all accused officers were booked.

Earlier, it was reported that the post-mortem was delayed as the couple’s daughter was flying in from the U.S., but even after her arrival on Thursday, the autopsy could not proceed due to the absence of the FIR.

During the day, Chief Minister Nayab Saini sought legal advice from the Advocate General and discussed the matter with senior officials at the CM’s Office. He also met DGP Shatrujeet Kapoor at Chandigarh Airport to review the developments.

Notably, on October 7, IPS officer Y. Poonam Kumar allegedly shot himself at his Sector-11 residence in Chandigarh, leaving behind an eight-page suicide note naming several senior IPS and IAS officers — including two former DGPs. His wife Amanneet lodged a formal complaint upon her return from Japan, alleging that Kumar had faced caste-based discrimination and prolonged harassment throughout his career.
