Shimla (Uttam Hindu News) – The case of popular Punjabi singer Rajveer Jawanda's death in a road accident caused by stray animals has now reached the Himachal Pradesh High Court. Advocate Navkiran Singh has filed a public interest litigation (PIL) and raised serious questions about the state government: "When the government is collecting crores of rupees in the name of cow cess, who will take responsibility for the management of these stray animals?"


"100 crore rupees collected, but no arrangements made."

The petitioner told the court that the Himachal government has so far collected approximately 100 crore rupees in cow cess. An additional 10 rupees is charged on every bottle of liquor to provide for the maintenance of stray cows. However, no concrete arrangements are visible on the ground, resulting in the loss of lives of ordinary citizens.


Advocate Navkiran Singh said, "The government has the money, but neither has it built shelter homes nor taken concrete steps to protect stray animals roaming the streets. This is administrative negligence."


The High Court has issued a notice to the government.

The High Court has sought a response from the Himachal government on this public interest petition, asking where and how the funds collected through cow cess have been used so far. The court has set a date for the next hearing of the case and directed the government to submit a detailed report.
