Alert! UPI, PAN and Other Financial Rules to Change from July 1

New Delhi (The Uttam Hindu): Many new financial rules are going to be implemented from July 2025, which can have a direct impact on your pocket. These include UPI chargeback, new Tatkal train ticket booking and changes in PAN card rules.
National Payments Corporation of India (NPCI) has recently changed the UPI chargeback rules with an aim to simplify the system.
Currently, all chargeback requests are rejected due to too many claims. In such a situation, to process the correct chargeback request, the bank has to whitelist the case by approaching NPCI through UPI Reference Complaint System (URCS).
After July 15, NPCI will have no role in this. If the bank finds any chargeback request to be correct, then it can process it without whitelisting it from NPCI.
A UPI chargeback is a formal dispute that a user raises when a transaction fails or when a paid service or product is not delivered. It allows the user to demand a refund from the bank or payment service provider.
To apply for a new PAN card, you must have an Aadhaar card from July 1. Earlier, you could apply for a PAN card through any valid document or birth certificate.
Many new rules for Tatkal ticket booking will come into effect from July 2025. From July 1, 2025, Aadhaar verification will be mandatory for Tatkal train tickets through IRCTC website or its mobile app.
The Goods and Services Tax Network (GSTN) had announced on June 7, 2025, that the monthly GST payment form GSTR-3B will not be editable from July 2025.
Additionally, GSTN had said that taxpayers will not be allowed to file GST returns after the expiry of three years from the due date.
