Property registration no longer easy: Yogi government changes rules, PAN card made mandatory

Lucknow (The Uttam Hindu): Buying a house, shop, or land in Uttar Pradesh has now become more regulated as the Yogi Adityanath government has tightened property registration norms. In a major move aimed at curbing financial crimes and strengthening security, the state government has made the Permanent Account Number (PAN) mandatory for all property registrations across Uttar Pradesh.
Inspector General of Registration Neha Sharma has issued strict instructions to all concerned departmental officers to ensure compliance with the new rule. Without submitting and verifying a PAN card, no property registration will be allowed to proceed in the state.
Rising concern over suspicious activity near India–Nepal border
The government’s decision is largely driven by national security concerns and unusual activity in border regions. In recent months, a sudden spike in property registrations was noticed in districts adjoining the India–Nepal border. A high-level review revealed large-scale financial irregularities in property transactions in these areas.
Considering the seriousness of the issue, the state government decided that linking PAN with property registration is essential. Officials believe that mandatory PAN verification will help track financial trails and prevent misuse of real estate transactions for illegal activities.
Real-time PAN verification through software system
To ensure strict implementation, the registration department has upgraded its technical systems. As per official instructions, all Assistant Inspectors General and Sub-Registrars must now verify PAN cards online during the registration process.
The PAN field has been made compulsory in online registration applications. The department’s software is equipped with a real-time verification system, meaning the PAN number will be instantly validated as soon as it is entered, significantly reducing the risk of fraud.
After Aadhaar, PAN mandatory to curb benami properties
The Yogi government has been consistently tightening the noose around benami properties and black money investments. Earlier, linking Aadhaar with property registration was made compulsory. Now, PAN card verification adds another strong layer of transparency.
State minister Ravindra Jaiswal has stated that mandatory digital identification is essential to ensure transparency in real estate transactions. With PAN becoming compulsory after Aadhaar, individuals who previously invested in property by hiding income sources are expected to face difficulties. The government believes this move will bring greater accountability and transparency to the real estate sector in Uttar Pradesh.
