Haryana budget 2026: Car tax exemption for women, bumper bonus for farmers; know more about the budget here

Chandigarh (The Uttam Hindu): Haryana Chief Minister Nayab Singh Saini, as Finance Minister, presented a massive budget of ₹223,658.17 crore in the Assembly on Monday. Wearing a saffron turban, the Chief Minister began his budget speech with Guru Nanak Dev Ji's sacred principle of "Kirat Kar, Naam Jap, Vand Chhak." This new budget is 10.28 percent larger than last year's. This year's budget includes several major announcements aimed at the overall development of women, farmers, youth, and the state. The creation of a new power corporation, called "Agri Discom," has also been announced, which will facilitate farmers in obtaining tubewell connections. Prioritizing women's health, special clinics will be opened in every district under the "Har Nari, Swasth Nari" scheme.
From jobs to big tax breaks for women and youth
The government has taken a major step towards empowering half the population with self-reliance. The Chief Minister announced that if a woman purchases a vehicle in her own name, she will receive a special 1 percent tax exemption. The 20 percent discount on electric vehicles will also be further increased. On the employment front, one lakh youth in the state will be trained in artificial intelligence and provided with jobs. Additionally, 2,000 new Vita booths will be opened, with 20 percent reservation for women running self-help groups. For women's safety, tracking devices and panic buttons are being made mandatory in all government buses and taxis. Additionally, a major announcement has been made to provide 10 kiloliters of free water per month to houses up to 500 square yards.
Rain of incentives and bonuses to increase farmers' income
The government has announced several incentives to strengthen the agricultural sector. The incentive for indigenous cotton cultivation has been increased from Rs. 3,000 to Rs. 4,000 per acre. Farmers who grow pulses, oilseeds, and cotton instead of paddy will receive an additional bonus of Rs. 2,000 per acre. Under the Chief Minister's Horticulture Insurance Scheme, compensation for fruits has been increased to Rs. 50,000 and for vegetables and spices to Rs. 40,000 per acre. Rural haat mandis will be established across the state to provide farmers with a direct market for their crops. Seven new veterinary dispensaries and four government veterinary hospitals will also be opened to care for livestock.
Expanding coverage of sports, security and Lado Laxmi Yojana
To maintain Haryana's dominance in sports, 21 new sports stadiums will be built in 12 districts. A synthetic athletic track and a Khelo India Center, staffed by former champion athletes, will be opened in each district. Under "Mission Olympics 2036," a scientific talent search campaign will be launched across the state. The scope of the Deen Dayal Lado Laxmi Yojana will be expanded, raising its eligibility income limit to ₹1.80 lakh from September 25, 2026. To strengthen women's safety, several new women's and cybercrime police stations will be opened, and women commandos will be included in the anti-terrorist squad. There is also a proposal to upgrade 1,000 Anganwadi centers to "Saksham Anganwadis."
Foreign language training, electric buses and the new concept of Wedding City
A foreign language training scheme will be implemented to make children from poor families globally employable. A welfare fund will be established to support the families of young people who have legally traveled abroad in the event of their untimely death. To promote environmental protection and religious tourism, 50 new electric buses will be introduced to major religious sites. 1,000 new buses will be purchased for students, and the number of buses dedicated to women will be increased to 500. HSSC candidates will receive a portal for free travel. Additionally, Atal Residential Schools will be established for the children of laborers and a new ESI dispensary will open in the state. To promote tourism, "Wedding Cities" will be developed in Gurugram, Sonipat, and Panchkula, featuring services ranging from engagement to farewell, modeled after "Wed in India." A "Land on Lease" policy will be implemented for industries, and fixed charges will be waived during power outages.
