New Two-Wheeler Rule Issued: Government Implements New Regulation via Official Notification

New Delhi (The Uttam Hindu): The government has proposed new important rules for two-wheelers with the aim of further strengthening road safety. According to a draft notification issued by the Ministry of Road Transport and Highways, under the new rule, it will be mandatory for two-wheeler manufacturers to provide two helmets when purchasing a vehicle. Also, from January 1, 2026, it will also be necessary to install anti-lock braking system (ABS) in two-wheelers with engine capacity of more than 50 cc or speed more than 50 km / h.
Currently, it is mandatory for the two-wheeler driver to wear a helmet, but this rule is often not strictly enforced for the pillion rider. According to this new proposal, at the time of purchasing the vehicle, the manufacturer will provide two helmets, which will conform to the specifications set by the Bureau of Indian Standards (BIS). This will ensure the safety of not only the driver but also the pillion rider. This step will prove to be helpful in reducing head injuries during accidents.
This rule will come into effect under the proposed amendment to the Central Motor Vehicles Rules, 1989 and will come into force within three months of its publication in the official gazette. However, certain individuals will be exempted from this rule under Section 129 of the Motor Vehicles Act. As another important aspect of road safety, from January 1, 2026, all new L2 category two-wheelers with engine capacity more than 50 cc or maximum speed more than 50 km/h will be mandatory to be equipped with Anti-Lock Braking System (ABS). ABS will prevent the wheels from locking when sudden braking is applied, thereby improving the control of the vehicle and reducing the chances of skidding. This ABS will be compliant with Indian Standard IS14664:2010, which ensures its performance and safety.
The government has kept these proposed rules open for suggestions and objections from the public and concerned stakeholders for 30 days. Interested individuals or institutions can send their suggestions by email to comments-morth@gov.in. This will help the government to further improve the rules and get wider consensus. This proposed rule is an important step to increase the safety of two-wheeler drivers and passengers. The mandatory use of two helmets will increase the safety of all riders and the use of ABS will reduce the chances of accidents during braking. The implementation of these rules will improve road safety in India and reduce accidents.
