Shri Dilip Kumar Singh takes charge as the new General Manager of West Central Railway

Kota (The Uttam Hindu): Shri Dilip Kumar Singh—a senior officer of the Indian Railway Service of Signal Engineers (IRSSE), 1990 batch—has assumed charge as the new General Manager of West Central Railway (WCR). He is an experienced and proficient officer of Indian Railways, possessing over three decades of extensive experience in the fields of signaling, telecommunications, safety, and administrative functions.
Prior to this assignment, Shri Singh served as the Principal Executive Director (Vigilance) at the Railway Board. During this tenure, he made significant contributions toward strengthening transparency, accountability, and the vigilance mechanism within the Railways.
Shri Singh holds a Bachelor of Engineering (B.E.) degree in Electronics and Communication Engineering from IIT Roorkee. Throughout his service career, he has garnered vast experience in the field of Signaling and Telecommunications (S&T) while serving in various pivotal positions across Indian Railways.
He commenced his career as an Assistant Signal and Telecommunication Engineer (ASTE) in the Firozpur Division of Northern Railway. Subsequently, he held key responsibilities within the Indian Railway Construction Organization for Telecom (IRCOT), Railway Electrification projects, and the Central Organization for Railway Electrification (CORE).
Shri Singh has served across various verticals—including Construction, IRPMU, Divisional, and Headquarters levels—within both North Central Railway and East Central Railway. He also rendered his services as the General Manager for the Lucknow Region at RailTel Corporation of India.
In the Senior Administrative Grade (SAG), he held significant positions such as Additional Divisional Railway Manager (ADRM) at Agra, Chief Communication Engineer at North Central Railway, Executive Director (Telecom) at RDSO, and Divisional Railway Manager (DRM) at Alipurduar (Northeast Frontier Railway). Subsequently, in the Higher Administrative Grade (HAG), he served as the Senior Deputy General Manager (SDGM) at North Central Railway, Prayagraj. Mr. Singh, an expert in the field of Signaling and Telecommunications, has played a pivotal role in the development and implementation of modern signaling and telecommunication systems.
As the General Manager of West Central Railway, his priorities include according paramount importance to railway safety; improving operational efficiency and punctuality; accelerating infrastructure development (including new lines, doubling/tripling of tracks, electrification, etc.); expanding passenger amenities; and strengthening administrative transparency.
