Jalandhar sees transformative era under Dr. Himanshu Aggarwal's tenure, leaves lasting impact

Under the leadership of the Deputy Commissioner, major changes were seen in areas ranging from infrastructure development and disaster management to civic services, healthcare and youth empowerment.
Jalandhar (The Uttam Hindu) : Deputy Commissioner Dr. Himanshu Aggarwal's two-year tenure will be remembered as a defining phase of development and administrative reforms in Jalandhar district. A 2014-batch IAS officer, Dr. Aggarwal assumed the post of Deputy Commissioner on March 21, 2024, and since then, the district has witnessed significant progress in infrastructure, governance, education, healthcare, sports, and disaster management.
Thanks to the tireless efforts of Dr. Himanshu Aggarwal, the long-delayed PAP flyover project has made significant progress, gaining momentum in 2025. Upon completion next year, traffic congestion at PAP Chowk will be significantly reduced. This project will streamline traffic flow in the city, eliminating the need for commuters to travel to Raman Mandi to head towards Amritsar.
Key initiatives included the beautification of the city's major squares. The Deputy Commissioner, in collaboration with the Jalandhar administration, involved several NGOs to beautify the city's squares and intersections. This initiative has significantly enhanced the city's beauty.
Similarly, due to the continued efforts of the district administration, direct flights from Adampur Civil Airport to Mumbai began on July 2, 2025. This move has significantly improved connectivity and boosted Jalandhar's economic prospects. To provide seamless access to the airport, the administration has also initiated the land acquisition process for the construction of a 1.25-kilometer airport road.
Similarly, the Burlton Park Sports Hub project was launched, further strengthening Jalandhar's reputation as a "sports city." The project will be inaugurated this year, completing one of the city's long-pending projects.
Under Dr. Aggarwal's leadership, Jalandhar also emerged as a model for disaster preparedness. During the flood season, the district administration identified and strengthened vulnerable dams, established a 24x7 response helpline, and created a dedicated disaster management team. Despite higher water flows than in previous years, no river breaches occurred in the district.
Citizen-centric governance remained a key priority. During 2025, 375,598 applications were processed through service centers across the district. The Action Helpline 9646-222-555, which allows citizens to report civic issues via WhatsApp, including photos and videos, was highly successful. Over 600 complaints, including those related to garbage removal, stray animals, and flood relief, were promptly resolved. Jalandhar also received national recognition when Shahkot Block, under Zone II, was declared the Best Aspirational Block in India and awarded a sum of ₹1.5 crore.
Dr. Aggarwal's personal efforts also yielded impressive results, and the Surface Water Project is scheduled to be completed this year. The Deputy Commissioner monitored the project's progress on a daily basis and even imposed a fine of ₹7.5 crore on the implementing agency for unnecessary delays, thereby accelerating the project. Youth empowerment was another key area of focus, with 45 placement camps helping 5,000 young people find employment. Four batches of free coaching classes benefited 150 students, while the Chetna Project provided training in life-saving skills to 3,300 students.
The district also received a grant of ₹1.34 crore from the Department of Administrative Reforms and Public Grievances to set up space labs in schools. Health services were strengthened through 66 Aam Aadmi Clinics. These clinics recorded over 1.2 million outpatient visits and conducted over 500,000 laboratory tests. In the fight against drug addiction, the district's model de-addiction-cum-rehabilitation center was upgraded by increasing its bed capacity and modernizing its skills center.
Jalandhar's sports culture also received a boost with initiatives like the Jalandhar Premier League and the CM's Yogashala, benefiting over 11,000 people. The district administration received praise from the Chief of Defence Staff for its coordination and management during the Indo-Pak conflict, reflecting its administrative acumen during critical times. The establishment of the Shri Guru Ravidas Bani Study Centre in Jalandhar district also progressed, with over 10 acres of land acquired for this purpose.
In addition to these development initiatives, Jalandhar also witnessed the arrival of several VVIPs last year. The Prime Minister, the Vice President of India, the Chief Minister, and other prominent personalities visited Jalandhar, and the efforts of the Jalandhar administration, led by Dr. Aggarwal, ensured that all events were conducted smoothly. As Deputy Commissioner of Gurdaspur, Dr. Aggarwal also managed the Prime Minister's visit and, as DC of Kapurthala, oversaw the Chief Minister's visit to Kapurthala. It is noteworthy that he played a key role as the nodal officer in organizing a special session of the Legislative Assembly in Sri Anandpur Sahib to commemorate the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Sahib.
The long-pending Latifpura issue was resolved appropriately by the Jalandhar administration under Dr. Aggarwal's visionary leadership for the convenience of the public. Such initiatives will not only accelerate the district's development but also play a key role in making Jalandhar a progressive district.
