Punjab Assembly Unanimously Passes Bills to Remove CISF from BBMB and Amend Animal Cruelty Laws

Chandigarh (The Uttam Hindu): On the second day of the special session of the Punjab Vidhan Sabha, many proposals have been passed unanimously. The government has introduced 5 bills related to the removal of CISF from the security of dams. The proposal to remove CISF from BBMB has been passed unanimously. At the same time, an important bill regarding the desecration of religious texts has been presented by the government. Along with this, Assembly Speaker Kultar Singh Sindhwan informed that the time of the session has been extended to 15 July.

Proposal to remove CISF from BBMB passed unanimously

The proposal regarding not deploying CISF in BBMB (Bhakra Beas Management Board) was passed unanimously in the Punjab Assembly. Now the Punjab Government will raise this issue before the Central Government and will demand that the decision of deploying CISF be withdrawn. Chief Minister Bhagwant Mann said in the Assembly that the Punjab Police is fully capable and competent, which can also provide security to the dams on its own. He said that in such a situation, the proposal to remove the deployment of CISF should be passed.

Taking a dig at the opposition, CM Mann said, "We will harass you like this for as long as we have time. Get people to vote for you and get you removed. Chief Minister Bhagwant Mann said, they get boxes installed in newspapers, sir, we have listened to you for 60 years, now listen to us too." Animal Cruelty Amendment Bill passed

The Animal Cruelty Amendment Bill has been passed unanimously in the Assembly. This bill was passed after talks with the leaders of the ruling and opposition parties. During the discussion on the Animal Cruelty Amendment Bill in the Assembly, the CM read out some lines from the composition of Sant Ram Udaasi and said that people keep parrots, pigeons and dogs. He said that in foreign countries, even the most expensive operations are done for these animals. The CM said that organizations like Gadvasu exist in Punjab and with the passage of this bill, bull games will be easily organized in the whole of Punjab. He said that such a tournament is held in his own village and these traditional games are still played in many districts including Ludhiana, Kapurthala and Tarn Taran. Describing these traditional games of villages as our heritage, he said that they should be preserved.

At the same time, on the issue of stray dogs, the CM said that this is a serious problem, it is very sad when dogs surround children and the elderly. He assured that this issue will be raised before the central government. Speaking on the Animal Cruelty Amendment Bill, CM Bhagwant Mann said that for the first time a voice is being raised in favour of the voiceless. He said that the pair of bulls holds a special significance for us, our Guru Sahib also did farming with bulls for 16 years in Kartarpur Sahib. Referring to an incident, the CM said that one of his friends told him that he raises animals like his sons. Comparing Jallikattu of Tamil Nadu and the bull race of Punjab, the CM said that both are similar traditions. He also clarified that an important condition has been kept in this bill that during the race, the animals will not be hit with a stick or anything else, they will only be moved forward by patting them with the hand.

Punjab Shops and Commercial Establishments Amendment Bill 2025 Bill passed

The Punjab Assembly has passed the Punjab Shops and Commercial Establishments Amendment Bill 2025 and the Punjab Labour Welfare Fund Amendment Bill 2025. Both the bills, passed unanimously, aim to better protect the interests of workers and traders and make the functioning more convenient.
