Chandigarh (The Uttam Hindu): Under the leadership of Chief Minister S. Bhagwant Mann, firm and people-centric measures have been undertaken by the Punjab Government to accelerate the inclusion of socially and economically backward sections into the mainstream. A clear vision has been maintained that social justice is not confined to policy intent alone, but is a moral obligation. Accordingly, concrete steps have been implemented to ensure that no child, youth, or family is denied opportunities on account of poverty, caste, or social disadvantage.

During 2025, the Post-Matric Scholarship Scheme was established as one of the most effective instruments of social justice. Applications submitted by more than 2.62 lakh students from the Scheduled Caste category reflected increased confidence in welfare initiatives. With a budgetary provision of R 245 crore, sustained efforts were made to remove financial barriers that restrict access to education.

A symbolic yet historic milestone was achieved through the renovation of the Dr. B. R. Ambedkar Institute. For the first time in nearly three decades, extensive construction, repair, and infrastructure strengthening works were carried out at a cost of lakh. Additionally, 01 lakh was sanctioned for new works, enabling the institute to evolve from a mere physical structure into a centre of opportunity and empowerment.

New avenues for skill development and entrepreneurial orientation among Scheduled Caste students were also created. Through the introduction of new courses at the Ambedkar Institute, a clear shift was initiated towards nurturing youth as job creators rather than only job seekers. Further reinforcing this approach, the approval of two hostels for boys and girls from backward categories at Punjabi University, Patiala, underscored the recognition that access to education must be supported by safe and secure residential facilities.

The Ashirwad Scheme emerged as a significant support system for thousands of families during the year, Assistance was extended to more than 38,000 beneficiaries, reaffirming the Punjab Government's commitment to the principle that daughters are a source of strength and not a societal burden.

One of the most notable policy decisions of 2025 was the allocation of R 13,987 crore from the state development budget for the welfare of Scheduled Castes. This landmark allocation marked a decisive step towards translating the ideals of social justice and inclusive growth into tangible outcomes.
