Jalandhar (The Uttam Hindu): Through Advocate J.P. Singh, the Urban Estate Welfare Society (Regd.), representing residents of Urban Estate Phase-II, Jalandhar, has filed a petition before the Hon’ble Permanent Lok Adalat, Jalandhar, presided over by Hon’ble Chairman S. Jagdeep Singh Marok, seeking removal of the unauthorized garbage dump located near the Petrol Pump in Urban Estate Phase-II, commonly known as the Jyoti Nagar Garbage Dump.


The petition, filed under Section 22B of the Legal Services Authorities Act, 1987, points out that the site has never been designated for waste disposal under any master plan or municipal notification, yet continues to be used as a dumping ground in violation of law.


The residents highlighted the grave risks arising from the dump:

• Located opposite a busy market and hospitals, causing foul smell, contamination, and spread of diseases.

• Adjacent to a Petrol Pump and 132 KV PSTCL Sub-Station, posing risks of fire and explosion.

• Breeding ground for mosquitoes, rodents, stray dogs, and epidemics such as dengue and malaria.

• Obstructing a 60-feet road and lying dangerously close to the railway line and religious places.


The petition relies upon the Solid Waste Management Rules, 2016 and landmark rulings of the Hon’ble Supreme Court and National Green Tribunal against open dumping of waste in residential areas.


The Welfare Society has prayed for directions to:

1. Immediately stop dumping at the site.

2. Shift garbage to a designated and scientifically managed disposal facility.

3. Clean, fumigate, and sanitize the affected area.


The matter has been registered and is fixed for hearing on 05.09.2025 before the Hon’ble Permanent Lok Adalat, Jalandhar (Chairman: S. Jagdeep Singh Marok).


The residents expressed hope that the intervention of the Hon’ble Lok Adalat will finally put an end to this menace, which has persisted despite repeated representations to the authorities since 2018.
