Green cess to be imposed on outside vehicles from December: ₹80 on cars, ₹700 on trucks

New Delhi/Dehradun (The Uttam Hindu): Those planning a trip to Uttarakhand should take note. Starting in December 2025, vehicles from other states entering the state will be required to pay a green cess. The state government has issued an order in this regard, clearly stating that this fee will be applicable to outside vehicles upon entry into the state.
80 on cars, 700 on trucks… 'Green Cess' will be imposed on entry of outside vehicles in this state, will be implemented from December: Additional Commissioner of Transport Department S.K. Singh said that from December, Green Cess will be collected from outside vehicles as soon as they enter the state borders. This fee will be automatically deducted from the Fastag installed on the vehicles, while 16 Automated Number Plate Recognition (ANPR) cameras installed at the border areas will monitor this process. These cameras have been installed at major border points like Kulhal, Asharodi, Narsan, Chidiyapur, Khatima, Kashipur, Jaspur and Rudrapur in Garhwal and Kumaon divisions.
The Uttarakhand government estimates that this green cess will generate revenue of approximately ₹100 to ₹150 crore annually. Certain vehicles have been exempted from this tax. Vehicles exempt from the tax include two-wheelers, electric and CNG vehicles, government vehicles, ambulances, and fire brigade vehicles. Furthermore, if a vehicle re-enters the state within 24 hours, it will not be subject to the green cess.
According to the department, funds raised from the green cess will be used for air pollution control, road safety improvements, and urban transportation development. The fees are set according to vehicle type as follows:
* Car: Rs 80 per day
* Delivery van: Rs 250 per day
* Heavy vehicle: Rs 120 per day
* Bus: Rs 140 per day
* Truck: Rs 140 to Rs 700 per day depending on the size
Last year, the Uttarakhand government announced the imposition of a green cess in 2024, but its implementation has been repeatedly delayed. According to sources, the main reason was the time required to determine the tax rate. Now, the government has finally decided to implement it from December 2025.
